9月6日，作为2020年服贸会技术服务专题中的重要活动，中关村数字版权机遇与发展论坛成功举办，来自区块链技术供应商、研究所、数字内容研发企业、内容运营商等机构的专家学者共聚一堂，探讨区块链赋能数字经济。
此次论坛由北京中关村科技园区管理委员会主办，北京数字创意产业协会承办，主题为“区块链如何重构数字文化经济”，以“推动建立区块链数字版权管理平台”和“鼓励数字内容版权商使用区块链技术创新”为研讨重点，通过宣传展示优秀案例、协助企业项目对接，加强科技创新源头基础研究，推动企业在创新链条中发挥更大作用，使科技与文化的跨界融合更为紧密和深入。
“区块链技术的持续创新和商业应用不断拓展，正在深刻影响传统行业的转型升级和价值再造，将在未来的数字经济浪潮当中扮演更为重要的角色。”中关村管委会党组成员、副主任朱建红表示，下一步，中关村管委会将探索搭建政府与市场之间的政策传导和信息反馈桥梁，深化政府和企业多层面合作机制。同时，通过行业协会、联盟、产学研融合机构平台推动产业链上下游主体联动与合作，加快行业整体的商业化进程，带动整个产业生态的良性、创新发展。
中国电子标准院区块链研究室研究员王晨辉就“区块链技术标准构建与趋势”进行了解读，他表示，推动区块链产业发展应是自上而下有体系结构化的全方位推动，包括顶层的设计、技术标准的引导和指引，以及技术研究、平台建设、应用孵化、人才培养、载体建设和项目支撑。
量观网络创始人、中国信息协会区块链专委会执行秘书长范金刚在主题为“新基建背景下区块链重构数字版权保护新生态”的发言中表示，场景、平台、标准、联盟、基金这五个方面相辅相成形成一套完整的体系，才能确保数字版权联盟链有效落地：一是要有“数字版权＋区块链”的应用场景，二是有基于区块链的运营平台，三是要有“数字版权＋区块链”的技术标准体系，四是要有“数字版权＋区块链”的自治联盟，五是需要一只数字版权产业公益基金。
龙源数字传媒集团董事长汤潮表示，知识版权链是全球首个基于区块链的知识综合服务平台，其核心功能是知识与知识人的确权、溯源，基于知识与知识人证券化式的激励，挖掘知识原本价值，用技术重构商业模式，协助文创企业实现经济数字化，让更多的产业链共建共赢，形成有效知识消费者与提供者的良性生态，打造自主创新的新业态。
据了解，本次论坛还以“区块链技术在数字文化产业中的商业应用及产业变革”为主题设置了圆桌对话环节。北京航空航天大学经管学院教授王理、中国传媒大学计算机与网络空间安全学院院长林卫国、汉拓云链创始人叶开、DCCI互联网研究院院长刘兴亮和下笔有神科技区块链公司首席技术官王登辉参与研讨。他们纷纷表示，疫情冲击下的世界正在发生深刻变化，面临更多不稳定不确定因素。疫情的发生给许多行业按下“暂停键”，但科技是抗击疫情最有效的手段，产业区块链赋能各行各业的价值也在迅速显现。其中，文化创意产业将是区块链技术下一个广泛应用之地，在版权保护、创作者收益保护和革新文化内容传播等方面都呈现出文化内容的数字化趋势。无论是企业转型升级还是针对产业链全球重构，文化产业都正在并且必将成为国际经济的支柱产业，以技术服务通往全球服务，以创新自立带动互惠共享。

Experts and scholars from blockchain technology suppliers, research institutes, digital content research and development enterprises, content operators, and other institutions gathered to discuss how blockchain technology could empower the digital economy.
The forum was hosted by the Beijing Zhongguancun Science and Technology Park Administrative Committee and organized by the Beijing Digital Creative Industry Association. The theme of the forum was "How Blockchain Can Restructure the Digital Cultural Economy", focusing on discussing "promoting the establishment of a blockchain digital copyright management platform" and "encouraging digital content copyright owners to use blockchain technology for innovation". Through promoting and displaying excellent cases, assisting in enterprise project connections, strengthening basic research on the source of technological innovation, and encouraging enterprises to play a greater role in the innovation chain, the forum aimed to bring closer and deeper cross-border integration between technology and culture.
"The continuous innovation and expanding commercial applications of blockchain technology are profoundly influencing the transformation and upgrading of traditional industries and the reconstruction of value, and will play a more important role in the future wave of digital economy," said Zhu Jianhong, member of the Party Leadership Group and Deputy Director of the Zhongguancun Management Committee. In the next step, the Zhongguancun Management Committee will explore the establishment of a bridge for policy transmission and information feedback between the government and the market, deepening the multi-level cooperation mechanism between the government and enterprises. At the same time, it will promote the linkage and cooperation between upstream and downstream entities in the industry chain through industry associations, alliances, industry-university-research integration institutions, and platforms, accelerating the commercialization process of the entire industry and driving the healthy and innovative development of the entire industrial ecosystem.
Wang Chenhui, a researcher from the blockchain research lab of the China Electronics Standardization Institute, interpreted the "construction and trends of blockchain technology standards". He said that promoting the development of the blockchain industry should be a top-down, structured, and comprehensive effort, including top-level design, guidance and direction of technical standards, as well as technical research, platform construction, application incubation, talent cultivation, carrier construction, and project support.
Fan Jin'gang, founder of Liangguan Network and Executive Secretary-General of the Blockchain Special Committee of the China Information Association, said in his speech on the topic of "Reconstructing a New Ecosystem of Digital Copyright Protection with Blockchain under the Background of New Infrastructure" that the five aspects of scenario, platform, standard, alliance, and fund complement each other to form a complete system, which can ensure the effective implementation of the digital copyright alliance chain. First, there should be application scenarios of "digital copyright + blockchain". Second, there should be an operational platform based on blockchain. Third, there should be a technical standard system of "digital copyright + blockchain". Fourth, there should be an autonomous alliance of "digital copyright + blockchain". Fifth, a public welfare fund for the digital copyright industry is needed.
Tang Chao, Chairman of Longyuan Digital Media Group, said that the Knowledge Copyright Chain is the world's first blockchain-based knowledge integrated service platform. Its core functions are the confirmation and tracing of knowledge and knowledge providers, the incentive of securitized knowledge and knowledge providers, the excavation of the original value of knowledge, the reconstruction of business models with technology, the assistance of cultural and creative enterprises in achieving economic digitization, the promotion of more industry chain collaboration and win-win outcomes, the formation of a positive ecosystem of effective knowledge consumers and providers, and the creation of a new format of independent innovation.
It is understood that a roundtable discussion session was also held at the forum with the theme of "commercial application and industrial transformation of blockchain technology in the digital cultural industry". Wang Li, professor of the School of Economics and Management at Beihang University, Lin Weiguo, dean of the School of Computer and Cyberspace Security at Communication University of China, Ye Kai, founder of Hantuoyunchain, Liu Xingliang, dean of DCCI Internet Research Institute, and Wang Denghui, CTO of Xiabiyoushen Technology Blockchain Company, participated in the discussion. They all expressed that the world is undergoing profound changes and facing more unstable and uncertain factors under the impact of the epidemic. The outbreak of the epidemic has put a "pause button" on many industries, but technology is the most effective means to fight the epidemic, and the value of industrial blockchain enabling various industries is rapidly emerging. Among them, the cultural and creative industry will be the next widely used place for blockchain technology, showing a digital trend of cultural content in copyright protection, creator revenue protection, and innovation in cultural content dissemination. Whether it is enterprise transformation and upgrading or global reconstruction of the industrial chain, the cultural industry is and will become a pillar industry of the international economy, using technical services to access global services and driving mutual benefit and sharing through independent innovation.
